North Carolina Laws was conceived out of a
need for animal, law and humane officers to have immediate accessibility
to their laws in the field, facility and office.
Originally developed for the animal control field in an effort
to provide officers and health departments with an economical
and efficient access to the laws specific to their professions;
the publication grew to fill the needs of humane societies, local
police and Sheriff’s departments as these agencies worked
more closely together in various health and animal situations.
North Carolina Laws, in use
since 1995, is utilized by at least half of North Carolina’s
100 counties annually. Used in courtrooms, legal offices, animal
and health facilities and classrooms, NC Laws provides the only
regularly updated, comprehensive and portable collection of applicable
animal and health related laws.
North and South Carolina Laws both strive to save counties, cities
and organizations countless hours in research and financing while
freeing up officers and agents to better provide professional
services to their communities.
Born in Fairbanks, Alaska, Elma Rae Greene is one
of 5 daughters of a television production manager and an electronics
engineer with a penchant for animals.
Raised in a large family that included sled dogs, homing pigeons
and countless other companion and working animals; Greene began
working and studying in animal related fields in her high school
years.
Ms. Greene has raised 2 children and obtained various certifications
in humane animal care and control and received an AA in Business
Administration with honors.
After a long career in veterinary medicine and animal husbandry
that has spanned several states, Greene became involved in animal
control and developed a dedication to this often over-looked profession.
During her tenures as an Animal Control Director, Greene conceived
the concept of NC/SC Laws for her animal control officers to stay
abreast of state law and to educate the citizens they served.
Ms. Greene has served as a former North Carolina Animal/Rabies
Control Association President, director(s) of animal control,
veterinary assistant, college instructor in animal care and management,
animal shelter manager and newspaper columnist.
Her interest and support of law enforcement, humane animal sheltering,
healthy animal and human communities and education continues with
her research to provide annual issues of North and South Carolina
Laws and staying active in animal protection and related issues.
